An act to direct the department of state to establish an internet listserve (Part A); to amend the state administrative procedure act, in relation to internet access to the state register (Part B); to amend the executive law, in relation to the governor's office of regulatory reform; to amend the New York state urban development corporation act, in relation to identifying industry sectors that may be attracted to New York state; to amend the economic development law, in relation to designating significant economic development projects; and to repeal certain provisions of the executive law relating to the office of business permits (Part C); to amend the state administrative procedure act, in relation to the transmittal of any rule making notice to the minority leader of the senate and the minority leader of the assembly (Part D); to amend the economic development law, in relation to establishing micro-enterprise education grants; and making an appropriation therefor (Part E); to amend the state finance law, in relation to rules and regulations, payment and the authorization of binding arbitration (Part F); and to amend the state finance law, in relation to establishing the county main street matching grant infrastructure fund and the downtown development initiative grant program fund; to amend the general municipal law, in relation to the New York main street center; and making appropriations therefor (Part G)
