Establishes an annual $1,000 annuity paid from the state treasury to New York residents who are recipients of the Purple Heart medal.

Entitlement terminates upon the recipient's death or when they cease to be a New York resident, but can be reinstated if they resume residency.

Annuity payments begin the day after the Purple Heart is awarded if application is submitted within one year; applications after one year are effective from the date of receipt.

Recipients incarcerated in federal, state, or local prison for felony or misdemeanor convictions are ineligible for payment beginning 61 days after imprisonment starts through release.

Payments are made semi-annually by the Department of Taxation and Finance upon certification by the State Director that military service was honorable and application information is verified; act takes effect 180 days after enactment.
