Establishes a 10-member Private Sector Commission on Cost Control composed of private citizens appointed by the governor (2), state comptroller (2), temporary president of the senate (1), senate minority leader (1), speaker of the assembly (2), and assembly minority leader (1), with the governor designating the chairperson subject to senate confirmation.

Directs the commission to conduct in-depth reviews of all state agencies, public authorities, public benefit corporations, boards, commissions, colleges, and universities where a majority of governing board members are appointed or designated by the governor or other state officers.

Requires the commission to provide single-agency and government-wide reports categorizing recommendations by implementation method (executive action, regulatory change, or statutory change) and including estimated savings where practicable, with a final report due March 1, 2010.

Mandates the state comptroller issue a report by December 31, 2010 evaluating the commission's savings estimates and methodology, without commenting on the advisability of recommendations.

Provides that the commission shall be funded and staffed by the private sector at no cost to the state, with the Division of the Budget and Department of Audit and Control providing administrative support upon request of at least six members; the act expires December 31, 2010.
