Establishes the New York State Veteran Health Insurance Program to be administered by the Division of Military and Naval Affairs in cooperation with the Division of Veterans Affairs

Covers enrollment fees, cost sharing, and co-payments for New York Army National Guard and Air National Guard members who are eligible for TRICARE Reserve Select health insurance

Payments may be provided directly to the TRICARE program or its agents, or to individual enrollees upon proof of enrollment

Excludes coverage for program deductibles, 20 percent non-plan medical provider co-payments, and 15 percent plan medical provider co-payments

Takes effect 180 days after becoming law
