Requires commercial pesticide applicators to provide written notice at least 48 hours before lawn pesticide applications to occupants of dwellings and owners/agents of other premises within 150 feet of the application site.

Mandates that owners or agents of multiple family dwellings notify all occupants of pending pesticide applications on their property in a manner specified by the commissioner.

Requires notices to include a prominent statement informing recipients of pending pesticide applications and providing contact information for the National Pesticides Telecommunications Network (1-800-858-7378) and New York State Department of Health (1-800-458-1158).

Authorizes the commissioner to promulgate rules and regulations specifying notification methods, including mailing, leaving notice with a responsible adult, or posting in a conspicuous location, and allows for an opt-out option for occupants to decline further notices.

Takes effect 180 days after enactment, with immediate authorization for the commissioner to adopt necessary rules and regulations.
