Modifies the process for disabled veterans to obtain deer management permits under New York environmental conservation law.

Disabled veterans with 40 percent or greater service-related disability only need to provide proof of disability one time, then annually provide proof of an expired permit instead.

Maintains existing preference system in permit issuance for resident license holders, disabled veterans, and applications from groups including landowners of at least 50 acres in one parcel.

Takes effect sixty days after becoming law, with authorization for the Department of Environmental Conservation to adopt necessary rules and regulations immediately upon enactment.
