Requires the Commissioner of Education to promulgate regulations establishing guidelines so that students with extended testing time provisions in their Individualized Education Program (IEP) can take only one Regents examination per day.

Applies to students who have extended testing time accommodations pursuant to Section 504 of the Rehabilitation Act of 1973.

Addresses concern that students with disabilities receiving extended time are subjected to 10-11 consecutive hours of testing when required to take two Regents exams on the same date.

Takes effect 180 days after becoming law, with immediate authorization for the Commissioner to adopt necessary rules and regulations for implementation.
