Establishes a small business energy assistance and advocacy services program within the Division for Small Business to help small businesses access energy conservation, efficiency, and renewable energy programs from public and private sources

Program shall solicit input from small businesses and their representatives, identify energy-related issues affecting small businesses, and coordinate with state energy authorities, utilities, and the Public Service Commission to develop and promote energy assistance programs

Program shall provide information and materials to small businesses on energy assistance programs, cooperative fuel purchasing, and affordable alternative technologies, and refer businesses to specialists for energy savings guidance

Authorizes the program to represent small business interests before the Public Service Commission, initiate or participate in energy-related regulatory proceedings, and advocate for equitable treatment of small businesses in energy policies and consumer protections

Requires the Public Service Commission to notify the Division for Small Business within five days of receiving any utility rate increase filings, and grants the Division party status in such proceedings if it files a statement of intent
