School districts must pay charter schools an amount equal to 100% of the actual approved operating expense per pupil of the school district, adjusted for grade level and state expense changes, rather than a percentage-based calculation

Charter schools must receive federal and state aid attributable to students with disabilities in proportion to services provided directly or indirectly by the charter school

Payments to charter schools shall be made in six substantially equal installments beginning July 1st and every two months thereafter

Charter schools may establish enrollment preferences for pupils residing in contiguous school districts (not exceeding the preference for local district residents) and for community school districts or boroughs in school districts with populations of one million or more

The act takes effect July 1st following enactment, with the amended payment provisions expiring with the underlying education law subdivision
