Establishes chemical abuse prevention, education, and treatment demonstration programs for senior citizens through the Office of Alcoholism and Substance Abuse Services, developed in consultation with the Office for the Aging.

Allocates funds to eligible local governments and not-for-profit providers through a competitive request for proposal process to support demonstration projects addressing elderly residents' unique needs.

Requires the commissioner to evaluate applications based on cost-effectiveness, ability to provide long-term stable services, geographic need, and incidence/prevalence of chemical abuse, with projects distributed across multiple regions statewide.

Mandates the commissioner approve a comprehensive program and fiscal plan before any expenditures, including evaluation criteria for requests for proposals, uniform program standards, and outcome measurement requirements for service providers.

Takes effect on April 1 following the date the bill becomes law.
