Amends Vehicle and Traffic Law Section 1146 to require drivers to exercise due care to avoid colliding with bicyclists, pedestrians, or supervised domestic animals (sheep, cattle, goats) and to sound horn when necessary.

Creates traffic infraction punishable by up to $500 fine or 15 days imprisonment (or both) for drivers who cause physical injury to pedestrians or bicyclists while failing to exercise due care.

Creates traffic infraction punishable by up to $750 fine, 15 days imprisonment, required motor vehicle accident prevention course, and possible license or registration suspension for drivers who cause serious physical injury while failing to exercise due care.

Establishes rebuttable presumption that failure to exercise due care caused the physical or serious physical injury to the victim.

Elevates violation to Class B misdemeanor with up to $1,000 fine for repeat offenders convicted of the same violation within the preceding five years.
