Reduces the number of gubernatorial appointees to the Higher Education Services Corporation board from ten to nine members requiring Senate advice and consent

Removes the student representative from degree-granting independent institutions as an ex-officio member and instead requires one appointed member to fill this role from the nine gubernatorial appointments

Maintains three ex-officio members who do not require Senate approval: the Commissioner of Education, Chancellor of the State University, and Chancellor of the City University of New York

Keeps three student representatives as ex-officio members: presidents of the State University and City University student bodies, plus one community college student

Takes effect immediately upon enactment
