Establishes a Green Jobs Workforce Subcommittee within the State Workforce Investment Board to coordinate New York State's efforts to develop and train workers for the green economy.

Requires the subcommittee to collect and analyze statewide and regional labor market data across nine green economy sectors including renewable energy, energy-efficient construction, biofuels, and public transportation.

Directs the subcommittee to develop and expand job training programs with priority for targeted populations including at-risk youth, veterans, people with disabilities, formerly incarcerated individuals, and workers from declining industries.

Requires the subcommittee to work with educational institutions to develop green economy curricula and programs at K-12 schools, colleges, and universities across the state.

Mandates the subcommittee to facilitate creation of local green jobs corps in municipalities and submit annual reports to the Governor and Legislature detailing labor market outcomes, job placement rates, wage data, and program recommendations.
