Requires the Department of Environmental Conservation Commissioner to publish a biennial list of "High Local Environmental Impact Zones" identifying areas most adversely affected by environmental hazards, with specific detail down to census tracts, census block groups, or nine-digit zip codes where possible.

Designations must include zones in at least five percent of the state's five-digit zip codes and consider factors including toxic chemical releases, air and water emissions, pesticide use, impaired water bodies, hazardous waste sites, petroleum discharges, proximity to other impact zones, and nonattainment air quality areas.

The Commissioner must publish a report detailing which factors were considered and how they were weighted in making zone designations, available in printed form and on the Department's website.

First report must be published within two years of the law's effective date.
