Establishes an educational outreach program within the Department of State to raise awareness about the long-term privacy harms of adolescents sending, receiving, or posting provocative or nude images online.

Program shall coordinate public and private efforts including educators, community organizations, and other groups to provide educational campaigns to adolescents, parents, and caregivers.

Authorized promotional strategies include print, radio, and television public service announcements, community informational forums, and distribution of information through educators and community members.

Adds affirmative defense to penal law charges related to obscene material involving minors if the defendant was less than four years older than the other person, the material was not obtained through coercion, the other person consented, and the defendant did not intend to profit.

Takes effect immediately except the educational outreach program provision, which takes effect 90 days after enactment.
