Establishes a priority call system operated by the Public Service Commission for police and fire departments to request emergency disconnection of utility services, available 24/7 with authorized employees authorized to direct immediate disconnections.

Requires each utility corporation to establish a priority call system in accordance with Commission rules and file annual reports detailing emergency disconnection requests, requestor identity, response times, and circumstances.

Imposes a penalty of $1,000 per day for each utility corporation that fails to file the required annual emergency disconnection report.

Requires utility corporations to assign at least one service person for every 20,000 people in each local service area to ensure adequate service coverage.

Grants the Public Service Commission authority to require utilities to maintain records and file reports on emergency response times, conduct audits, examine corporate records, and impose fines for failure to implement Commission recommendations.
