Establishes a one-year moratorium on demolition, destruction, or razing of the New York State Veterans Home at Oxford, New York, effective immediately upon enactment

Moratorium may be renewed for an additional one-year period by legislative action at the end of the initial year

Authorizes the Department of Health to conduct a feasibility study on retaining the veterans home during the moratorium period

Study shall examine potential uses for the facility including extended care for veterans, veterans' domiciliary, veterans' clinic, state agency office space, and reserve medical facility for natural disasters or terrorist attacks

Department of Health must report findings to the governor and legislature no later than 30 days before the moratorium expires
