Amends Education Law by adding Section 3208-B to establish a waiver process for the four-year eligibility limitation in senior high school athletics for students with developmental or physical disabilities.

Requires the Commissioner of Education to promulgate regulations defining developmental or physical disability consistent with Part 200 of the Commissioner's Regulations.

Allows athletic directors and school superintendents to request waivers that may be granted by the appropriate section of the New York State Public High School Athletic Association.

Limits waiver participation to unofficial, non-scoring competition in non-contact or non-collision sports, provided no otherwise eligible student is denied participation opportunity.

Takes effect immediately upon enactment.
