Adds Putnam County to the list of counties (Dutchess, Orange, and Rockland) eligible to withdraw from the Metropolitan Commuter Transportation District

Extends withdrawal deadlines from 1987-1989 to 2011-2013, with counties required to submit notice of intent, public transportation plans, and rail service agreements by specified dates

Requires withdrawing counties to maintain adequate public transportation services, reasonable rail passenger service, and fair market value leasing agreements for rail facilities

Establishes a dispute resolution process: if county and authority cannot reach agreement within 60 days of negotiations, either party may petition for appointment of a special referee to mediate and recommend withdrawal terms, subject to court approval and appellate review

Requires the authority to reimburse withdrawing counties for the difference between services received and monies paid over the previous five years, enforceable through state comptroller withholding of authority funds
