Establishes the "New York Restaurant Lending a Helping Hand Act" to expand protections for food donors.

Adds "public food service establishment" as a defined term covering buildings, vehicles, or structures where food is prepared, served, or sold for immediate consumption or takeout.

Extends liability protection to public food service establishments that donate canned or perishable food to charitable or nonprofit organizations in good faith, provided they reasonably inspect the food and have no knowledge it is adulterated or harmful.

Modifies the definition of "perishable foods" to explicitly include foods that require refrigeration to remain safe for consumption.

Takes effect immediately upon enactment.
