Requires the New York State Consumer Protection Board to establish a bicycle theft prevention website with information on proper bicycle parking, locking, registration benefits, and theft reporting procedures.

Mandates the website include an interactive feature allowing consumers to identify municipalities with bicycle registration programs and reference available registration programs.

Requires all bicycle retailers to provide consumers with a notice about bicycle registration, either as a sign (minimum 9 by 14 inches with half-inch letters) or written notice (minimum 5 by 8 inches with 14-point type) in prominent locations where bicycles are displayed or sold.

Establishes penalties for non-compliance: first violation results in written warning; second and subsequent violations subject to civil penalties of up to $500 each.

Authorizes the Attorney General and municipal consumer affairs offices to enforce the requirements through injunctions and allows municipalities to retain collected penalties.
