Prohibits shelters, humane societies, and animal control facilities from euthanizing animals if a nonprofit 501(c)(3) rescue or adoption organization requests possession prior to the scheduled killing, except for animals with irremediable physical suffering certified by a veterinarian or those meeting specific exclusion criteria.

Requires shelters to notify registered rescue organizations at least one business day before scheduled euthanasia through website posting, email, phone, text, fax, or other electronic means.

Rescue organizations must take possession of requested animals within two business days of notifying the facility and assume all liability for the animal, though not for harm occurring before possession or caused by unaffiliated persons.

Excludes animals suspected of rabies, symptomatic dogs with confirmed parvovirus with poor prognosis, symptomatic cats with confirmed panleukopenia with poor prognosis, and animals determined by court to be dangerous.

Prohibits rescue organizations with officers, board members, staff, or volunteers convicted of or charged with animal cruelty, neglect, or dog fighting offenses from participating in the program until such persons are no longer affiliated with the organization.
