Authorizes NYC to discontinue use of approximately 9.3 acres of parkland in Brooklyn (three parcels in Coney Island area) and transfer to NYC Economic Development Corporation for development purposes.

Requires NYC to acquire and dedicate approximately 9.24 acres of replacement parkland between Wonder Wheel Way and the public beach, or dedicate funds equal to the fair market value difference for additional park acquisitions and capital improvements in Brooklyn.

Permits the Department of Parks and Recreation to lease parkland to NYC Economic Development Corporation for amusement park operations for 12 years, exempting the lease from standard charter review procedures if consistent with the approved Coney Island Amusement Park Project Plan.

Mandates the Abe Stark Rink not be demolished prior to construction of a replacement ice rink within the Coney Island area, with goal of maintaining ice skating activities until replacement is complete.

Authorizes easements for pedestrian and vehicle access through parkland for Wonder Wheel operations and air space rights over parkland, conditioned on NYC dedicating funds equal to fair market value of easements for new parkland or capital improvements in Brooklyn.
