Enacts provisions of law implementing the Health and Mental Hygiene budget for the 2010-2011 State Fiscal Year; relates to cardiac care services, health information technology, eligible health care programs, medical record access review committees, state council on home care services, powers and duties of tick borne disease institute, naturally occurring retirement community supportive services program, and effectiveness of certain provisions of law (part A); reimbursement for residential health care facilities, payments for diagnostic treatment centers, prescription drug coverage for needy persons and health care initiatives pools, eligibility verification, express land eligibility for child health insurance and copayments for certain individuals enrolled in family health plus plans, general hospital reimbursement rate periods, hospital mortgage loan construction, eligibility under medical assistance program, self-management training services, smoking cessation counseling services to adolescents (part B); creates long term care financing demonstration program, study of resident data, fiscal solvency, reporting requirements and voluntary residential health care facility right-sizing demonstration program, general hospital indigent care pools and hospital reimbursement rates, joint legislative task force to examine distribution methodology (part C); medicaid reimbursement to residential health care facilities (part D); electronic benefit transfers (part E); establishing a kinship guardianship assistance program (part F); sexually exploited children (part G); fair share payments by certain child care providers (part H); increasing the standards of monthly need for aged, blind and disabled persons (part I); nutrition outreach and education program (part J); establishing the savings plan demonstration project (part K); and effectiveness and applicability of certain provisions of law (part L).
