Establishes an Urban and Regional Farmers' Markets Facilities Construction Program through the New York State Urban Development Corporation to provide grants, revolving loans, and loan guarantees for farmers' market development projects.

Defines eligible applicants as not-for-profit corporations (including agricultural cooperatives and business improvement districts), municipal corporations, and public benefit corporations.

Sets grant maximums at 80 percent of total project costs in highly distressed communities, 70 percent in economically distressed areas, and 60 percent in non-economically distressed areas.

Authorizes revolving loans and loan guarantees with the same cost percentage limits, allowing grants to count toward required equity participation when applicants lack sufficient project equity.

Requires consultation between the Urban Development Corporation, Department of Economic Development, and Department of Agriculture and Markets to determine award recipients and ensure facilities address inadequate agricultural direct marketing capacity.
