Authorizes the comptroller to transfer moneys from the general fund to the environmental protection fund to maintain its solvency upon direction of the budget director.

Requires the comptroller to transfer sufficient moneys when the environmental protection fund has insufficient cash balance to finance current fiscal year appropriations and outstanding prior year obligations.

Limits aggregate transfers to $447,171,000.

Requires certification of need from the budget director, with copies filed to the senate finance committee chairperson, assembly ways and means committee chairperson, and state comptroller.

Takes effect April 1, 2012.
