Authorizes Cortland County to impose an additional surcharge not exceeding 65 cents per access line per month on communications service customers to fund Enhanced 911 (E911) emergency telephone system costs.

Requires the county to provide service suppliers a minimum of 45 days written notice before implementing or modifying the surcharge, and allows billing to begin prior to E911 service activation if authorized by local law.

Exempts lifeline customers, public safety agencies, and the municipality itself from the surcharge, and caps the surcharge at no more than 75 access lines per customer per location.

Establishes the surcharge on a per access line basis for all local exchange access service within the 911 service area.

Takes effect immediately but automatically expires and repeals 10 years after enactment.
