Expands the definition of "sexual contact" in penal law section 130.00 to include the emission of ejaculate by the actor upon any part of the victim, whether clothed or unclothed.

Makes the same definitional expansion to section 260.31 of the penal law regarding sexual contact.

Removes the phrase "not married to the actor" from both definitions of sexual contact.

Applies to sex offense provisions in the penal law.

Takes effect ninety days after becoming law.
