Authorizes the Town of Riverhead to allow police officers William Bianco and Eric Lipinsky to retroactively enroll in the optional 20-year retirement plan under section 384-d of the Retirement and Social Security Law, provided they failed to apply timely due to reasons not attributable to their own negligence.

Requires the Town of Riverhead to file a resolution with the state comptroller by December 31, 2010, certifying that the officers did not bar themselves from participation due to their own negligence.

Permits the police officers to file requests for coverage with the state comptroller by June 30, 2011, entitling them to full rights and benefits under sections 384-d and 384-e of the Retirement and Social Security Law.

Town of Riverhead must bear all past service costs associated with the retroactive enrollment, estimated at approximately $11,100 as a one-time payment plus approximately $6,900 in increased annual contributions for fiscal year 2011.

Act takes effect immediately upon enactment.
