Establishes mandatory enhanced sentencing for assault crimes committed against for-hire vehicle operators, with minimum sentences 3-5 years greater than otherwise required for felonies and double the maximum sentence for misdemeanors.

Expands the definition of "specified offense" to include assault in the second degree and assault in the third degree when victims are for-hire vehicle operators.

Requires all for-hire vehicles to display an interior warning sign in at least 16-point print stating "WARNING: ASSAULTING A TAXI DRIVER IS PUNISHABLE BY UP TO TWENTY-FIVE YEARS IN PRISON."

Allows livery and black car vehicle operators the option but not the obligation to post the required warning sign.

Permits courts to waive enhanced penalties if they find the additional sentence would be unduly harsh and that not imposing it would be consistent with public safety.
