Establishes conflict-of-interest restrictions preventing legislators and the Governor from directing member items to organizations that employ them, their families, household members, or staff, or where they serve in decision-making or volunteer capacities.

Requires equal dollar allocation of member items among Senate members and Assembly members respectively, with legislators submitting signed conflict-of-interest forms disclosing all political donations from intended recipient organizations.

Mandates member items be designated for public purposes benefiting communities, limited to tax-exempt nonprofits, state agencies, municipalities, universities, colleges, and school districts, with restrictions on funding loan programs, bankruptcies, tax arrears, and lobbying activities.

Requires all member item allocations be published on legislative websites at least 24 hours before budget approval, listing the sponsoring legislator or Governor, dollar amount, and recipient organization name.

Establishes recipient certification requirements under penalty of perjury, with organizations receiving over $50,000 required to file detailed final expenditure reports by May 31st following the grant year, and directs the Legislative Ethics Commission to investigate violations.
