Broome County is authorized to impose an additional surcharge of up to 65 cents per month on each telephone access line to fund enhanced 911 (E911) emergency telephone system costs.

Service suppliers must receive a minimum of 45 days written notice before billing customers for the surcharge or any changes to the surcharge amount.

The surcharge applies per access line on all local exchange access service bills within the 911 service area, with a maximum of 75 lines per customer per location.

Lifeline customers, public safety agencies, and municipalities that have enacted the local law imposing the surcharge are exempt from paying the surcharge.

The act takes effect immediately and automatically expires and is repealed 10 years after enactment.
