Requires parents to ensure children born on or after January 1, 1995 receive meningococcal disease vaccination before entering seventh grade or comparable special education programs, effective September 1, 2010.

Mandates health practitioners administer meningococcal vaccination and provide certificates of immunization to parents, adding it to the list of required school immunizations.

Requires schools to inform parents of meningococcal vaccination requirements and deny school admission or attendance beyond 14 days (extendable to 30 days) without proof of vaccination or acceptable evidence of immunization.

Allows parents to request free immunization from county health officers or school physicians/nurses if they do not select a private health practitioner.

Takes effect August 1, 2011.
