Establishes the Veterans Recruiter Assistants Program for the New York Army and Air National Guard, administered by the Division of Military and Naval Affairs.

Provides recruiting incentive awards up to $500 to veterans discharged under conditions other than dishonorable who facilitate first-time enlistment of qualified candidates into the New York National Guard.

Distributes the award in two equal payments: one-half upon the recruit's first-time enlistment and one-half when the recruit begins initial entry training.

Creates a Veterans Recruiter Assistants Program Account in the Miscellaneous Special Revenue Fund to receive contributions, donations, and appropriated moneys for program expenses.

Requires the Division of Military and Naval Affairs to report annually on program operation and effectiveness to the Governor and legislative leaders, with the program set to expire five years after enactment.
