Establishes a Micro Business Outreach Center Assistance Program within the Department of Economic Development to provide technical and financial assistance to micro businesses with fewer than five employees.

Authorizes the Department to fund the setup and operation of Micro Business Outreach Centers in geographically isolated communities and help establish additional centers through local sponsor organizations.

Creates a Micro Business Outreach Center Network as a not-for-profit corporation to coordinate networking and technical assistance activities among all micro business outreach centers statewide.

Requires the Department to establish selection criteria for outreach centers, prioritizing communities isolated from mainstream economy and ensuring coordinated client information systems and access to economic development programs.

Mandates the Commissioner file an annual report to the Governor and Legislature within thirty days after the fiscal year ends detailing program effectiveness and recommendations for additional legislation.
