Creates a gang assessment, intervention, prevention and suppression program within the Division of State Police to be administered by the Commissioner to distribute funds for eliminating gang-related criminal activity in New York State

Directs the Superintendent of State Police to develop and implement a strategy for suppressing gang-related criminal activity in cooperation with local, state and federal law enforcement and district attorneys, including identifying and prosecuting core gang leadership

Authorizes the Commissioner to award grant monies to district attorneys for programs designed to stop gang-related criminal activities, requiring applicants to submit assessments of gang activity, intervention/prevention plans, and coordinated law enforcement strategies

Requires the Superintendent to establish and maintain a gang clearinghouse within the Division of State Police as a central repository for information about criminal gangs operating in New York State, with regulations prescribing reporting procedures for state and local law enforcement agencies

Takes effect immediately upon enactment
