Requires the Executive Commission to develop and maintain an interagency plan in consultation with the Office of Mental Health, Office of Alcoholism and Substance Abuse Services, Department of Health, and Department of Labor to improve outreach, assessment, and care for veterans and their families experiencing mental health and/or substance abuse problems

Plan must address housing accessibility for veterans with physical and/or mental disabilities, suicide prevention, services for female service members or veterans, peer support programs, emotional support services for families, employment consultation, and improved information coordination

Requires the Commission to submit annual reports to the Director describing activities related to the interagency plan, with the Director submitting reports or synopses to the Governor

Legislation takes effect thirty days after enactment, with the first interagency plan required to be completed no later than one year after the effective date
