Expands scope of service requirements to include extensions of orders of protection, petitions for modification, and violation petitions in addition to initial orders of protection requests in Family Court Act Section 153-b and Domestic Relations Law Section 240.

Requires peace officers and police officers to serve orders of protection and associated papers upon receipt and prohibits charging any fees for such service, including fees under Civil Practice Law and Rules Section 8011.

Mandates officers provide courts with affirmations, certificates, or affidavits of service including the date, time, address, manner of service, and physical description of the party served, with notification to the statewide computer registry.

Requires officers to provide proof of attempted service to the court when unable to complete service, including dates, times, locations, and manner of all attempted service attempts.

Takes effect immediately upon enactment.
