Amends penal law section 260.00 to add an affirmative defense to abandonment of a child charges when the child is not more than 30 days old, is left in a safe location with an appropriate person, and the person promptly notifies authorities of the child's location.

Modifies penal law section 260.10 to add a similar affirmative defense for endangering the welfare of a child charges under the same conditions (child not more than 30 days old, safe placement, prompt notification).

Repeals section 260.03 of the penal law, which previously provided a narrower affirmative defense for desertion of children not more than five days old.

Updates pronouns throughout sections 260.00, 260.10, and 260.15 from "he" to "he or she" for gender neutrality.

Effective immediately upon enactment.
