Expands the definition of "independent worker" under insurance law to include domestic child care workers and individuals working full-time on a temporary basis (not exceeding 18 months) for a single employer that does not offer group health insurance to temporary employees.

Modifies the exception to the full-time employment exclusion to allow individuals who obtain full-time temporary work through an employment agency, are domestic child care workers, or meet the new temporary worker criteria to qualify as independent workers.

Requires eligible insurers' applications to specify membership rules and any membership fees charged by the eligible association when seeking superintendent approval for group health insurance offerings.

Permits eligible associations to charge reasonable application and/or renewal fees to individuals for determining their initial and ongoing eligibility for group health insurance coverage.

Takes effect immediately, with the amendments to insurance law Section 1123 subject to repeal upon the repeal of that section.
