Requires businesses engaged in commerce (except farms) to report to local fire departments the presence, identification, and quantity of hazardous materials at permanent business locations, construction sites, and temporary storage depots, excluding cities with populations over one million.

Mandates businesses without hazardous materials to respond to fire department notices stating no such materials are stored or used.

Requires every city and town (except those with populations over one million) to annually notify all businesses within their jurisdiction of these hazardous materials reporting requirements, which may be included in tax bills or official communications.

Allows fire department chiefs to grant exemptions from reporting requirements if they conduct inspections of business locations; persons granted exemptions must immediately notify the fire department of any changes to hazardous materials used or stored.

Permits exemptions based on demonstrated firefighting capability and provides for confidentiality protections for specific hazardous materials information under the Public Officers Law; exemptions must be requested annually and expire one year from the date granted.
