Amends Public Authorities Law Section 1014 to clarify that the New York Power Authority, not the Department of Public Service, has regulatory authority over municipal corporations that own and operate electric distribution systems distributing power from the Authority.

Exempts from NYPA regulatory authority: municipalities that self-generate power for distribution, power authorities established by the Legislature after May 20, 2010, and municipal corporations established under General Municipal Law Section 360 after May 20, 2010.

Adds new paragraph to General Municipal Law Section 364 establishing that municipalities distributing NYPA power shall be regulated by NYPA and not subject to Public Service Law Article Four, with the same exemptions listed above.

Removes language restricting NYPA's regulatory exemption to power generated only from projects authorized under the NYPA title, broadening the Authority's jurisdiction over generation, transmission, distribution and sale of power.

Takes effect January 1, 2011.
