Allows abandoned animals to be delivered to duly incorporated humane societies or pounds, with the person divesting the animal required to notify the original owner of the facility's name and address by registered mail.

Animals not claimed within five days may be placed for adoption or euthanized in accordance with law, with decompression chambers or devices explicitly prohibited for destroying or disposing of animals.

Authorizes humane societies, animal prevention societies, dog control officers, and police officers to humanely destroy abandoned or unwanted animals upon certification by a licensed veterinarian or two reputable citizens that the animal is unfit for useful purpose.

Allows humane societies and pounds to make animals available for adoption or destruction after five days if the animal has not been redeemed by its owner and without prior veterinary certification.

Permits certified euthanasia technicians registered under Agriculture and Markets Law and those undergoing training to perform veterinary medicine practices related to their certification without a veterinary license.
