Amends environmental conservation law to allow pesticide containers that have been accidentally damaged during handling prior to sale to remain in commerce if repaired according to an EPA-approved minor repair program.

Requires persons using repair programs to obtain approval from the United States Environmental Protection Agency pursuant to its October 9, 2009 Pesticide Container Repair Interim Policy.

Mandates that approved repair program copies be forwarded to the Department of Environmental Conservation within 30 days of EPA approval and maintained at the business location for departmental review.

Sunsets the provisions of this act on March 1, 2012, automatically repealing the damage repair exception unless further legislative action is taken.
