Establishes the Hospitality Gift Fund for the Homeless in the state treasury, administered jointly by the Comptroller and Commissioner of Taxation and Finance, funded by voluntary hotel unit fees and other donations.

Imposes a voluntary $2 per unit per day fee on hotel occupancies, effective October 1, 2010, with exceptions for permanent residents, low-rent units ($2/day or less), unregistered hotel operators, and occupants who do not authorize payment in writing.

Requires at least 85% of appropriated funds be allocated through grants and contracts with not-for-profit tax-exempt entities to deliver services to homeless individuals and families and prevent homelessness.

Authorizes the Commissioner to accept gifts and bequests from private individuals, corporations, and foundations, with investment income deposited back into the fund.

Requires annual reporting to the Governor and Legislature beginning February 1, 2012, detailing fund deposits, eligible applicants selected, number of persons served, services provided, estimated state savings, and evaluation of continuing program needs.
