Establishes mayoral control of Rochester's school district by making the superintendent serve at the pleasure of the mayor (subject to Common Council confirmation) rather than the board of education, effective July 1, 2011

Creates a nine-member Board of Education with four members appointed by Common Council (one per district) and five members appointed by the mayor, serving three-year staggered terms with advisory powers only

Establishes an Independent Education Budget Office headed by a director appointed by the mayor to provide fiscal analysis and information about school district budgets, revenues, and financial management to city officials and the public

Requires the superintendent to develop protocols for school closures based on quantifiable standards including academic performance and enrollment, with mandatory public hearings and community input before implementation

All major provisions expire June 30, 2016, making this a temporary governance reform with a five-year sunset period
