Renames the Office for Technology to the Office of the Chief Information Officer and redefines the director position as Chief Information Officer with expanded duties including oversight of statewide IT plans, policies, standards, and workforce development strategies.

Expands the definition of "state agency" to include public benefit corporations, public authorities, SUNY, and CUNY, and adds definitions for "local government" and "information technology workforce" including vendor employees under contract.

Creates the Enterprise Executive Governance Board (9 members chaired by Director of State Operations) to review and approve state enterprise IT policies and the statewide IT strategic plan, meeting at least semi-annually.

Establishes the Information Technology Investment Board (11 members chaired by Director of State Operations) to review and approve major statewide IT initiatives costing over $10 million, meeting at least quarterly.

Requires state agencies procuring technology or services exceeding $100,000 to notify the Chief Information Officer for review of consistency with statewide IT strategic plans and to identify opportunities for centralized purchasing or contract consolidation.

Mandates that technology consulting contracts include specific implementation plans for knowledge transfer and training to state employees with measurable benchmarks.

Repeals sections 104 and 105 of the technology law relating to the advisory council for technology.
