Authorizes the City of Rochester to grant Paul R. Lewandowski, a retired firefighter, full retirement benefits under the optional twenty year retirement plan established in Section 384-e of the Retirement and Social Security Law, retroactively as if he had been enrolled on his date of retirement.

City of Rochester must file a resolution with the state comptroller by December 31, 2010, certifying that Lewandowski did not bar himself from participation through his own negligence.

City of Rochester bears all past service costs associated with implementing this provision, estimated at approximately $50,000 as a one-time payment due February 1, 2011.

Enactment may result in higher retirement benefits paid by the state system to Lewandowski, potentially reducing the City's current contractually agreed supplementary benefit payments to him.

Act takes effect immediately upon enactment.
