Establishes a post-graduation tuition assistance program under Education Law for live organ donors to pay down student loan debt, with grant limits ranging from $7,500 to $12,500 depending on total outstanding debt.

Allows the Department Superintendent to promulgate rules and regulations governing the term life insurance policy terms, conditions, and renewal provisions.

Takes effect immediately upon enactment.
