Establishes a gang court pilot program in Orange County and Suffolk County courts to hear and determine gang-related criminal cases, authorized by the Chief Administrator of the Courts through administrative order.

Defines "criminal gang" as a group of three or more persons sharing a common identity whose members actively engage in criminal conduct as a core undertaking of their group.

Allows courts to transfer gang-related criminal cases to the special gang parts after arraignment and before guilty plea or trial commencement, with trials conducted under procedures established by the Chief Administrator.

Authorizes the Chief Administrator to request consolidated resources and develop new programs to support the special gang court parts, subject to adequate funding availability within appropriated fiscal year money.

Takes effect January 1 following enactment and expires and is repealed 5 years after the effective date.
